Water leak

We have apparently had from 24th July (day of discovery by church Priest) a leak from our water meter situated outside the church, we were on holiday at the time returning on 28th July. The Priest called the water board thinking it was a fire hydrant. There are two meter boxes feeding ours and neighbours bungalows 200mt+away across church ground. Southern Water being aware of the leak on 24th failed dismally to carry out a customer care exercise by failing to (a ) Finding out who the customers is (b) Notifying the customer,Us, there is a leak customer side and should be address a.s.a.p.
Nothing Docra their contractor excavated found it was not S.W side of the meter back filled reinstated and left, still no notification. Would I be right in saying S.W should effect repair and wave loss of water?. Also bear in mind the meter for the other bungalow was installed a few yrs before mine and doesn’t leak which points to a bodged connection of my meter.
