Well I think he is correct.
The offence is leaving without the intention to pay and by leaving name and address you show an intention to settle your bill and therefore is not theft.( especially where attempts to pay have been made)
Secondly leaving relatively large amounts of cash on your table is probably more likely to get you in trouble - anyone could pick it up. It may work for a few pound for a coffee or a beer but not sensible for full meals for , presumably, multiple people0 -

I've previously walked out of a restaurant because they wouldn't let me pay, despite me asking them multiple times.0
