    Am I correct in saying that you can walk out of a restaurant without paying at the time if:
    • Staff are too busy to bring bill after asking for it (more than 45 minutes).
    • You have made reasonable attempts to ask staff for bill
    • You decide to leave contact details, name and address with staff as you leave.
    ??

    No you are not correct! Get up and walk to the bar/till if they're taking too long or just leave the cash on the table.

    Really, on what planet would you imagine it's Ok to find a member of staff to give your contact details to but not actually pay your bill with that same member of staff?

    Well I think he is correct.
    The offence is leaving without the intention to pay and by leaving name and address you show an intention to settle your bill and therefore is not theft.( especially where attempts to pay have been made)

    Secondly leaving relatively large amounts of cash on your table is probably more likely to get you in trouble - anyone could pick it up. It may work for a few pound for a coffee or a beer but not sensible for full meals for , presumably, multiple people

    Surely if the staff haven't brought the bill within 5 minutes you put your coat on and walk to the desk?

    I've previously walked out of a restaurant because they wouldn't let me pay, despite me asking them multiple times.
