    I just entered the PCN number and the vehicle registration plate on the Smart Parking website and it says:
    If you've not already made any form of contact with Smart (and therefore they do not know you are domiciled outside of the UK) for what other reason do you think they've cancelled this?

    You need to be careful that the rental company hasn't subsequently paid this, then you'll be looking at a further £100 being added to your £40 admin charge.

    Indeed. That's my suspicion, that it hasn't been cancelled but has been paid.

    Be aware that the premium rate 0845 number costs up to 65p per minute and that since 13 June 2014 it has been illegal to offer such a number for customer service lines. Do not call.

    The illegal usage of this phone number can be reported to Trading Standards via the Citizen's Advice national Consumer Helpline on 0345 404 0506 or via their online complaints form.

    On Friday, 17th August I received a letter of the rental company with a photocopy of a PCN by Smart Parking. In the letter, the rental company states that they have received a PCN for the vehicle we had hired on that date. The only notice I have received about the PCN is through the rental company and not by Smart Parking itself.

    The photocopy states that the PCN was issued on July 9, and the rental company received notice on 12 July and then send a letter to me which arrived two days ago; therefore all the deadlines to reduce the fine or appeal it may have passed.
    Email the Rental company and point out that the PCN is showing as ''cancelled'', and since neither you nor the hire company had any liability whatsoever under any applicable rule of law, for a PCN not issued under the POFA (so it cannot have enforced hirer liability) you are emailing to double check that the hire company have not paid it in error because you will not be reimbursing them if so.

    Tell them that you have researched the matter and discovered as fact, that 'Smart Parking' PCNs are never issued under the POFA (whether in England or Scotland), so only an admitted driver could have been potentially liable. So, you want to be certain that the hire company realise this and that they did not pay it and expect to debit your card, a rogue unauthorised payment which will be disputed and returned as bounced.

    Ask them if they supplied your name and Spanish address only? Maybe that's why it is genuinely cancelled (because Smart do not send PCNs to Spain).
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
