Do service stations have the right to forward on a complaint email re a pcn to the parking companies appeal dept without permission?
Can the registered keeper complain about this?
Does the additional information now need to be added to the initial appeal template?

What is the name of the PPC please?
It will all depend on with whom the contract lies. I would suspect a MSA would have a contract with the PPC and therefore should be able to tell them to cancel.
However, don't rely entirely on that. Send the appeal to the PPC just as it appears in the NEWBIES and a complaint to the MSA site manager or CEO.
Remember, a MSA is a refuge, a place of safety to go to when a driver is tired and in need of a rest. It is actually a legal requirement to ensure you are in a fit condition to drive, and a PPC trying to force an unfit driver on to the road should be fought at every stage.
Personally I would carefully add this part to the appeal from the keeper as well as the complaint to the MSA.

Its CP Plus. But their email did not give the impression they were cancelling. It just replied saying all appeals should be done through CP Plus and it copied them in the email trail/response (with the initial complaint the registered keeper made to the MSA) saying they had forwarded.
The registered keeper will now send an additional complaint to the MSA site manager and CEO and will carefully add the parts highlighted by your good self (tiredness/legal requirement).

The motorway service area is responsible and liable for the actions and conduct of its agents/employees.
CP plus are there as an agent of the MSA, however as with most things in PPC land the principal ( ie the MSA) and or the staff will let the tail wag the dog.
You will need to say the right things to the MSA, and remind them of their responsibilities.
Why was the vehicle issued a parking charge notice in the first place?From the Plain Language Commission:

I would put into the complaint that you do not wish your data and information to be shared with the parking company , other than the pcn number/reference in order to cancel it
ie:- make them aware that they cannot copy this complaint to their PPC under GDPR rules on non-sharing of sensitive data
perhaps remind them of what happened when a barrister got one and got his costs and damages before a judge not long ago (try googling it for the papers and/or parking pranksters blogsite etc)0 -
