HELP! pc wont let me in?

I have just managed to get into my AOL connection via my daughters laptop........heres whats been happening to my pc from yesterday morning-
When i turn my pc on it gets as far as the windown welcome screen and when i goto click my screen name it crashes straight away ( its like its a connection from my mouse because if i dont touch the mouse to click the screen,it doesnt crash-but obviously cant log on!!) It will occasionally let me sign in but then after the whole thing loads and im trying to log on,it crashes again.
I have managed to run all my anti virus and spyware ect and i says nothings wrong-HELP!
I can also get it started in safe mode but dont know what the next step is in finding out whats wrong?
Im tearing my hair out here,i just cant afford someone to come and fix it PLEASE can anyone suggest whats wrong?
The only one error message ive seen is something about an error in windows root>\system32\hal.dll. and says windowns could not start because this file is missing or corrupt and to please re-install a copy of the above file.I have NO IDEA what this means!!
PLEASE HELP ME!!!
thanks for reading,Laura.

Sounds like you may need to repair windows, do you have a windows disc for the pc? (I'm presuming you've been backing up your important stuff anyway in case anything goes wrong)

How old is the pc?Could you ring the supplier and ask them if it came with a disc and what you do if it didnt?
If you could borrow someone elses windows install disc, you could use it to repair your installation possibly. It would need to be the same version I think.
It may need you to install the OS again alongside the other installation so that you can copy the file across and then delete the second (newer) install or just install the whole thing again from scratch. My son had a preinstalled version on one pc he owned and had the image of the installed OS on a rescue disc.
I have mine as dual boot with ubuntu linux (free download or on some linux magazines) and can access the windows files from there. It wont help reinstall windows but it is very handy if you want to access and save any precious files to disc before a reinstall and nice to be able to just shrug if windows wont start and boot linux for surfing , emailing and finding the solution to the windows boot problems.

Did you read the comments ???????
OK, LANGA - YOU ARE OFFICIALLY AN IDIOT.

For all those who might come across this page: DO NOT DELETE BOOT.INI file!!! This will cause windows to be completely unable to locate any installed system using bootcfg command. Also, if you delete BOOT.INI file, windows CD will no longer offer you to repair the current windows, because it will not be able to locate it. "But Langa said that bootcfg /rebuild will fix everything..." Forget bootcfg /rebuild. It will work only if you have boot.ini file. And, as I said, Langa is a moron. Moreover, he is a dangerous moron, who gives an advice that is not only useless, but also very damaging.
