They report information about all of your available/Past credit and this is available to others...so yes id say they are no different to clear score or Noddle ect.

The Ombudsman agree"s...if he didn't then id not have been financially rewarded twice.

If them reporting incorrect information had no negative effect then the ombudsman would t have carried out such a through investigation into my dealing with Cap1 over the years id held various accounts and wouldn't have highlighted the issues Cap1 had caused.
