Caller display will be free to all from 1 October due to changes instigated by Ofcom.

Both of these use the BT Openreach network and are on rolling monthly contracts:

    Cix
    £13.00 per month
01/02/03 calls: 1.2ppm at all times
Mobile calls: 6ppm at all times
Per second billing. It also says no minimum charge, although what the minimum charge is is dependent on whether individual call charges are rounded to the hundredth of a penny, tenth of a penny, whole penny etc.

    Uno Communications
    £14.39 per month
    01/02/03 calls: Peak: 1.764ppm / Off-peak: 0.984ppm / Weekend: 0.984ppm
Mobile calls: 3.972ppm at all times
Calls metered per second and charged per whole penny exclusive of VAT (1.2p inc. VAT). Minimum charge is therefore 1.2p. Prices on the website are ex. VAT.

Both of these look good, certainly cheaper than BT, except that neither offer the option of paper billing.

Like i said in your other thread spend an hour sorting out your email address or even make a new one and you will be able to get the best deals without worry about paper billing!

Just go through each junk email and unsubscribe/mark it as spam and then do a search and delete all emails from that address. I did that with an older email address that had thousands of emails in the inbox and after less than an hour i had a clean inbox and only get wanted emails.

Unfortunately, they don't offer paper billing.

They are both similar in that they offer web hosting and domain names, as well as telecoms. Understandably, they don't offer paper bills for those, and if they did it would put the price up which would make them less competitively priced.

With respect to BT and paper billing, there are the following possibilities:
    • Standard Line Rental at £19.99 plus a Paper Bill Fee of £3.00 per bill (quarterly or monthly).
    • Line Rental Plus at £21.99 which includes paper billing and Calling Features such as Call Diversion and Call Waiting.
    • Home Phone Saver 2020 at £21.99 which includes 01/02/03 calls at all times, Calling Features as Line Rental Plus, Call Minder and paper billing. This one is not available with broadband on the line and the price of the package is guaranteed until 2021.
Prices quoted are those which will apply from 16 September.

Paper billing is an expense for the company. It isn't just the stamp but the admin for a declining number of customers who want it. Naturally they charge those who do want it so better, as others have suggested, to take this out of the equation by being able to look online.
