Is the SDLT near the end?

Sorry if this could have gone in another thread but I wasn't sure where it would be relevant.
The basics of the situation are this, my partner and I are first time buyers. We had our offer accepted 10 weeks ago and everything was moving quickly there's no chain our mortgage offer was in place we had our homebuyers survey done, our solicitor told us all the searches were in and then what seems like a brick wall and everything has stopped about 4 weeks ago.
Now we're having problems with the solicitor (we had a few minor things from the start) sending us out new copies of paperwork that we have already signed, sending mail to the wrong address after being repeatedly asked to send correspondence to me instead of him, not answering the majority of emails or the phone, among a host of other things. Then today I get an email from her assistant asking again if we are both ftb (which she of course already knows) as she is preparing the SDLT Transaction Form.
So basically anyone can anyone in the know please tell me if this stamp duty form is something she would do near the end of the process? Because if we still have a way to go we may be looking into a new solicitor.

Yes it's paid at the end. Whether that indicates the solicitor is who knows but good luck0

Because we're FTBs and we haven't hit the threshold with our hose price we aren't paying it. I'm just hoping that this form means she's getting close to being done.
It's our fault really, we took a recommendation for solicitor from the EA and got everything moving, but we have since found that the firm has quite a few not so great reviews online.0
