Railway parking, Indigo, Southeatern

I am in process with Indigo parking, for a ticket for a South Eastern car parked on grass in a full car park, dating from April.
Ignored the ticket, they got my address from DVLA. Wrote to me to say I had to pay, letter from: PPN Debt recovery and prosectution service. Address is Po Box in Portmouth but the footer says, London and SE Railway, trading as Debt recovery and prosectution service. Who are they?? Anyone know please?
Footer address is registered address in Newscatle.
I asked them and they ignored the question and said I had to pay. Now going to ask for POPLA code and say I was not causing an obstruction by parking on grass.

In relation to your letter dated xxv Jully, 2018, reference . Please close this matter with immediate effect. Please answer all matters below.
A notice to keeper, as required, was never received, after Indigo issued a Penalty Notice Number: dated relating to “parked in an unauthorised area”.
I understand that the vehicle was not causing an obstruction at stated by your letter.
You state that the offence is in breach of Byelaw 14 (4). According to my understanding, this is not a Byelaw offence and, in any event, if payment for parking and the ticket displayed. Please direct me to the specific paragraph in the legislation that confirms such an offence. You are confusing bylaws and criminal law.
You state that the penalty notice is an offer to avoid prosecution. As this is an offered contract I assume that if it is not accepted then a charge will not be payable. Please confirm that this is the case.
The car park in question is on railway land and therefore not ‘relevant land’ for the purposes of Schedule 4 of the Protection of Freedoms Act (POFA) 2012 and therefore there is no keeper liability. Only the driver can be liable and I am not legally obliged to divulge the driver or owner’s identity. Please direct me to the legislation on which your statement relies.
Were you directed to make this misleading statement by Indigo Services or Indigo Parking Solutions? Please clarify which?
Accordingly I decline your offer of payment and request that you close this matter.

Their reply says, schedule 4 does not apply to railway car parks0 -
correct , POFA2012 does not apply on railway land, so they cannot use it in their favour to hold a KEEPER responsible , therefore this is why you should not reveal who was driving
so do not use the following words
"MY , ME , MYSELF & I"
so you may decide to say why the DRIVER was not causing an obstruction , but never using the word I
and whatever you say, you wont be getting a popla code , although you can and should be taking INDIGO to task over this in order to string it out past the 6 month deadline for MAGISTRATES COURT
if you dont understand why , read twenty other INDIGO threads over the last 12 months as its been explained numerous times on here

DRPS is a trading name for Southeastern. Unlike other Govia-owned train operators, Southeastern takes over at the NtK stage, leaving Indigo and its henchmen ZZPS out of the picture. Also unlike the others, their NTKs do not usually describe the penalty as an offer. They are wholly unwarranted demands for money.
Here is a recent example from a Pepipoo thread : http://forums.pepipoo.com/index.php?act=attach&type=post&id=56325. It contains one misleading statement after another - so perhaps they've been made to change it. If yours is different it would be very helpful if you could post it up so we can see what they are up to now.
With the letter ping-pong, they know they can't lawfully do anything if there's no proof who was driving, so you're unlikely to get any sense out of them at all.0 -

You will not get POPLA.
It will time out adter 6 months.
Nothing will happen except daft letters.
You will not pay and it is a scam, so stop getting hooked in.
