ULEZ clarification

Hi
I would like some clarification about the sunset period for ulez. I am not in the congestion zone but i'm in the outer area which will be affected by the ulez expansion in 2021.
I am aware that there is a sunset period for residents who live in the zone where they will be given time to get rid of the old vehicle. The tfl website mentions this for the 2019 ulez where residents are given a 100% discount for 2 years to make changes.
I found a third party source that says that residents in the 2021 ulez zone will also be given a sunset period. I quote below:
I cannot find this information on the tfl website, the sunset period talks about the 2019 ulez. It's possible that this blog has access to enhanced press release that is not available to the public yet. But just wanted to double check and hopefully someone can pin this to an official source.
This would be great news for me.

https://www.planinsurance.co.uk/blog/complete-guide-to-ulez/Residents living in the [2021] ULEZ will be granted a three year sunset period, with a 100% discount, until 6th September 2023. Residents must have registered with TfL to receive the discount. Details on this process will be available nearer the time that the ULEZ comes into force.
