Parking charge from PCS - no letter, no PCN on windscreen

Hi,

The Driver parked in an alley way parallel to a high street. To the left of the 'road' part of the alley way are private garages, with no parking sprayed on them. To the right is the rear parking spaces of the high street shops, each with their own private parking cameras with a clear sign on them saying not to park. The Driver parked the car on the 'road' section on the left where there was no garages, just a long wall that can fit about 4 cars.

The Driver parked there on 19/06/18, to my surprise, the Keeper received a letter on 24/07/18 from Parking Collection Services (PCS) on behalf of CUP Enforcement advising the below:

- The driver had parked in a permit only zone - definitely not a permit only zone, there are no signs saying the 'road' part of the alley way is permit only, and no signs saying you cannot park where the car was parked
- A PCN was left on the car windscreen - this was definitely not left on the windscreen
- Apparently a follow up letter was issued (the 'reduced fine' letter) - the Keeper did not receive this either

The Keeper went back to the alley way after receiving this letter and took lots of pictures showing there are no clear signs where the Driver parked, saying a vehicle cannot be parked there.

As you can see there's no signage here, but on the sides where the shops bays are, they are marked clearly by different companies:

Where do I go from here? I live with my grand parents and I travel a lot, they get very worried when they see letters saying the boys are coming to get their money. If I should remove any images or details please let me know.

    Start by editing your post to remove information about who did what. Only ever refer to The Driver and The Keeper, who are two different people. ;)

    Do this NOW, before you do anything else!

    Once you have edited your post, please read the sticky thread for NEWBIES that was just underneath where you clicked the newthread.gif then send the appeal template you will find there to the PPC, not the debt collectors.

    Post 4 of the NEWBIES tells you why it is safe to ignore debt collectors.

    Give a different address of a friend who doesn't move around a lot, and who isn't frightened by silly debt letters that should be ignored, but who WOULD open them and would recognise a court claim that can't be ignored.
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
