PCN skipped a stage

I feel like I will get shouted at for started a new thread! I have read the 'newbie' section numerous times. However, I am confused with what to do with my specific scenario.
I followed the steps after receiving a PCN and appealed it using the template provided in section 3 (asking for POPLA code/ rejection of appeal)
After not receiving ANY correspondence back, I have now received the letter from Debt Recovery Plus. I understand there is a huge amount of advice on debt collectors letters.
But my concern is due to not being able to complete the 'second appeal stage' or receiving anything back from the PCN company, I am confused on what to do next.
Any help will be greatly appreciated.

Which PPC?
If they are a BPA member, email the BPA to complain about the lack of POPLA code (complaint email addies for the BPA etc,. are in the NEWBIES thread post #5).
What happened when you also complained to the landowner, which is the FIRST thing to do (before any pointless appeal) and the NEWBIES thread first post tells everyone that! Especially useful and easy to get a PCN cancelled where the landowner is a retailer/retail park or Hotel etc., and you can rant about the harassment of the driver as a paying customer. Or at a Hospital or other service where you can rant about the driver being fined unfairly.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I can't find who the landowner is. Its just a private road near some flats and a Tesco express. It's a secure a space... But i have looked everywhere of an official landowner.
I could complain to secure a space for not getting a reply from my appeal to my PCN.
Really appreciate your advice.0 -
Secure-a-Space Ltd are BPA AOS members so complain to the BPA as suggested by Coupon-mad on Tuesday.

Please do as Coupon-mad advises. She is the foremost expert on fighting private parking charges in the UK. The fact that she has commented on your thread suggests there's a tacit willingness to help you out of your problem.
It would be wise to follow her advice.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

I'm just making sure I am doing things in the correct order and to the right people.
I will complain to the BPA about not receiving a POPLA code back(or any response) when I complained to the PCN.0 -
I have had a reply from BPA stating that they cannot help with our complaint as apparently our rejection letter was sent in the post (but never received) and the BPA cannot prove we didn't receive it.
They have sent the original rejection letter, so now I suppose I go through the POPLA appeal stage? Even though I am well over the time limit from the unreceived letter. The car was parked outside the designated bay for under 10 minutes. The most frustrating thing!0 -
You could email POPLA by forwarding the BPA email, telling them that you have only just received this POPLA code via the BPA and given the BPA email, you ask that the POPLA code is 'enabled' on the system for 28 days or, alternatively, that you are allowed to appeal by post within 28 days.
Don't make it wordy, don't try to appeal, just tell them you did not receive the rejection letter the operator purports (but cannot evidence) was sent and as the BPA has now given you the code, you want POPLA to exercise their fairness and discretion and give you the opportunity to use it, as the BPA clearly intends.
