I had a job that refused to promote me, giving me rubbish excuses back. I think it was that I'd had a few yearly pay rises that took me above minimum wage but they wanted to hire the higher role on the same or lesser salary as mine. I left as soon as I could get another job.
OP, if that manager won't let you move to the new job if you are offered it then leave as soon as you can. Don't stay!0
