Someone crashed into me in car park. I have his details. What is best course of action?

Third party did not report damage though did they? OP had to track them down via CCTV and presumably following up the plates. Third party admitted once they were contacted that they did it - i.e. a hit and run but did not admit it until spoken to some time later.
NOW it may or may not be, the time to report was as soon as the evidence was found showing the hit and run.
Please see below example of police prosecuting for a car hitting and not leaving a note. Note the defence of "didn't realise I had hit" was disregarded.

If OP was able to "track him down" surely he is referring to finding him in the car park or place they were. Which is within 24 hours as Quentin has said. Third party could just play dumb.
Also Unless CCTV shows clearly the scratch occuring there is no evidence it was even his car so if you try and escalate to police you run the risk of him going full defence of proove it was my car.
Sometimes you need to pick your battles and chomping to try and get someone 5 points isnt worth it here it seems.
Also OP I suggest you inform your insurers of what has occurred.Save £12k in 2019 -0
