new HMO rules in oct 2018?

I heard some gossip around about large HMO licensing being changed so that houses on 2 levels fall within large HMO rules & need a license - by Oct 2018. Anyone not applying for a license before then is a criminal?!?
However, there's no update to the blurb on gov website about it, and no warnings from the government to inform people.
"...your home is a large HMO if all of the following apply:
it!!!8217;s at least 3 storeys high..."

Can anyone confirm if the new rules are true or hear-say, and reference an official gov link to confirm it? :cool: :beer:
We're all doing our best to avoid becoming an inadvertent criminal, but the gov doesn't make it easy!

Yes, the 3 storey rule will be removed bringing all 5 person or more HMO into mandatory licensing.0

the law was enacted in May 2018 with implementation from 1 Oct 18 and applies the definition from that date to all properties. The grace period originally mentioned at consultation stage has been removed
