Prepaid Visa Card

So I got a parking ticket from Richmond Council, contested but they said i was still in the wrong.
Now i wanted to turn negative in to a positive, i was thinking of buying a prepaid Visa card on my Amex (to get the points) from Tesco and then paying off the ticket.
Has anyone had any experience with these prepaid cards, and so they work like a normal Visa?
