I hope you mentioned lack of signage and included those photos. Complain to the lead adjudicator about the poor process.

It would also be useful to see the text of the rejection.

Send a SAR to Minster Baywatch's Data Protection Officer by email (see their privacy page). Ask for the POPLA evidence pack as you never saw it, and all other data held, including case notes (electronic or human) before or since POPLA, and all photos held even if not shown to POPLA.
