Wife's Micra broke down and she had Green Flag cover. The bloke who came was apparently very surly to the point of rudeness, which isn't the best for a stranded female driver (luckily she wasn't stranded anywhere remotely remote on this occasion), but he arrived within an hour and had her on the road again without fuss.
I have RAC Cover through a bank account, but as for most of my driving life I have owned a Nissan Almera I have never needed it.

Ironically on my way to there I saw a rac van parked up doing nothing at a local farm cafe.

This is not a breakdown service it is a joke.
Working Time Directive makes it a legal requirement to have a break. Your wife's car won't have been the only one to break down that day and given it is the summer there are a lot of cars doing journeys longer than they're used to and breaking down. My experience of RAC call out response time has been very good. Around an hour tops. Perhaps your wife was just unlucky, or maybe I've been exceptionally lucky.
As has been pointed out, there is no need to pay £260 a year for RAC cover.0
