Injury/liability insurance for stair lift

Friend of mine is moving into a first floor flat. There's already a stair lift in the communal area, which has been installed for another resident by the NHS/LA. The resident says they're happy to share it, but the freeholder says it will need personal injury insurance (for the users). It might also need public liability (for anyone else, since the public have access even if not supposed to use it).

Would that be covered on home insurance? I suspect not, since it isn't inside the flat and it's owned by somebody else (also the freeholder covers buildings insurance, so the leaseholder would only take contents insurance).

If not, other than 'ask a broker', any suggestions who might offer such insurance? All my searches have turned up breakdown policies, but not liability policies.

    Think that PL cover should be provided as part of the freeholder's insurance cover under an All Risks policy.

    Also consider having the stairlift key operated so that only the keyholders have access to it - should only cost a few quid to put a key operated switch on the power supply.
