Cleaning Rusty Tools

I have been cleaning some rusty tools by soaking them overnight in vinegar then cleaning with wire wool then nutralising the vinegar in a bath of half a gallon of water and half a cup of Bi-Carb.
The cleaning has been a total success except even though I have nutralised them when dry the have a rust coloured film on them.
Does anyone have any ideas what I have done wrong and how to fix it?

Once they've been cleaned to that extent, they'll rust while still wet while they're drying.
I'd just give them a light wire brushing when dry, and a coat of furniture wax.0
