It reads the following:
On 29/07/2018 the above vehicle was parked at:
XX, XXXX, XXX
From 29/07/2018 21:30:55 To: 29/07/2018 21:57:11
We therefore require payment of this Parking Charge Notice, in accordance with the parking terms and conditions clearly stated on the signage:
Authorised vechicles only
Amound due within 28 days: £100
Reduced amount if paid with 14 days: £60
When parking in this carpark, which was in the middle of nowhere the driver actively looked for signage stating no parking, or payment is required and couldn't see any. The driver is all for paying land owners for parking, as long as they are aware about it.
This was a hotel, and restaurant carpark which was about 1/3rds full at the time and the driver was waiting on a friend.
Reading online, more and more cases are going to county court and therefore shouldn't be ignored like you use to be able to do. As I was not a customer, should I just pay and take it as a lesson learnt, or is there another cause of action to minize the cost. I don't mind paying a little bit, to recefy any cost on them I might have acurd but £100 or £60 isn't just.

Read the NEWBIES FAQ sticky, post #1 and appeal to the PPC. Complain to the hotel, though you weren't the customer, the passenger you were collecting was (presumably).
If CEL don't give up at the first appeal stage, use POPLA to kill the charge at the second appeal stage. Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

Everyone is politely asked to read up on this in the Newbies FAQ thread near the top of the forum before starting a new thread
Go there now to learn about the game you are now caught up in and how to deal with this
If you then have questions not covered by the faq come back to your thread0 -

Unfortinately the passenger was not customer, they work close by where there is nowhere safe to park.
Will the appeal letter still apply to me as neither the passanger or the driver was a customer?0 -

Everyone needs to be hyper aware of driving onto/parking on private property these days, there are mantraps everywhere. The signage on site is all important - do you have your own photos of the signage? If not get some, but be careful where you put the car.I don't mind paying a little bit, to recefy any cost on them I might have acurdbut £100 or £60 isn't just. Please note, we are not a legal advice forum. Thanks gents, appears they've backed off.
Never heard anything after my appeal, so I went to pay to see if they were still chasing it. Outstanding amount: £00.00.0 -

We hope all will be OK
CEL cannot be trusted and will do anything to get their
wicked little way.
Just keep a sturdy eye on this.
There was one case where they text a motorist saying
they would not be attending court ..... they did, the motorist
did not and got a CCJ.
Nasty nasty little set up so for peace of mind,
request confirmation in writing that £00.00 is real0 -

Easy to appeal CEL, Smart, CP Plus or Highview fake PCNs, as long as the driver is not identified, you win. VERY EASY!
:TPRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
