What's eating my beetroot leaves.

Both me and my neighbour after years of success have over the last few years been unable to grow beetroot.
Dunno why.


This year my beetroot have come up to one inch to two inch high.


But all the leaves then get eaten, not the central vein just the juicy leaves.
It's not slugs as I use the pellets and this year have not had slugs at all.
Don't see any caterpillars around and the cabbage white butterfly have been few and far between.


Any ideas???

    I generally assume it's pigeons - but i don't have any proof

    Why am I in this handcart and where are we going ?

    Might be.
    I can hear them every morning but never seen one around that area.


    Also young lettuce leaves looking the same.
