PCN from Euro Car Parks

Recently I went to Wetherspoons with a friend. It's The Green Parrot in Perranporth, Cornwall. There is a car park outside the pub, I'm not sure if it's part of the pub grounds or not. You pay for the amount of time you want, but if you buy something at Wetherspoons they refund your parking.
Anyway I didn't park in the car park, but my friend did. He paid for 2 hours and this was refunded by Whetherspoons when we ordered. However, the food took over an hour to come out, so we ended up staying 3-4 hours instead of 2.
My friend has now received a Parking Charge from Euro Car Parks for the overstay (turns out they haveAPNR ). It's £75, or £45 if paid within 14 days. Really, the cost of an extra £2 parking was not an issue when between us we spent over £80 in the pub, it was an oversight on his part.
In the past I've ignored these kind of things until they go away, but I'm aware in recent years there is the POPLA appeals process now.
He's written to Wetherspoons complaining but not received a reply yet. What should our next move be? What should our initial appeal to ECP contain?

Have you seen the NEWBIE thread right where you clicked on the NEW THREAD button? It contains comprehensive information as to how to deal with the PPC's including an initial appeal template in BLUE. First port of call is the landholder (maybe Wetherspoons in this case) but you should not be complaining but rather requiring that they turn over the parking ticket given that they want you/your friends/all their friends/family future business and that they caused the problem in the first place.0
