Can I apply for a Blue Badge for my father with Alzheimers?

I have been asked to apply for a blue badge on behalf of my father, who has severe Alzheimers (i.e. he does not know who or where he is). The aim to to make it easier to get him to hospital appointments. I was wondering if anyone could answer 2 questions:
- If I live in a different borough, can I still apply on his behalf? (I live in the London Borough of Richmond, and he lives with my Mum in North Kent)
- Would my father's condition qualify him for a blue badge? (my mother was granted one a couple of years ago on account of her mobility issues because she is 93 years old)
