So the Daily Fail have run a story this morning about a waste carrier being fined (No problem with that other than the over zealous council official). But they then add a link to a scamming website that charges £229 + VAT for the upper tier waste carriers licence that is available on GOV.uk for £154 https://www.gov.uk/waste-carrier-or-broker-registration

Did you mean this story? http://www.dailymail.co.uk/news/article-6018779/Roofer-fined-300-having-crisp-packets-sandwich-wrappers-work-van.html
I was on his side until: 'Regardless of what the items are, if waste is being stored in a commercial refuse bag in a traders van it is necessary that they have a valid waste carriers license (sic)
Then I thought... Yup the official was right.'Just because its on the internet don't believe it 100%'. Abraham Lincoln.

I collect all sorts of rubbish from customers in a bag, does that mean I need a license to take to the appropriate recycle/rubbish container on our site? Or does it only apply if its in a vehicle?
I think the council are totally out of order, The vehicle was stopped for a mechanical check, just what right has the council to look in the bags in the vehicle? Had he been at a tip then they could have had a reason to look but how would they know if the rubbish came from elsewhere or were all his own throwings away?I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0 -

If you carry any waste that was taken from your customer you need the upper tier waste carriers licence. If you don’t have this and get stopped you can be fined. Ring the EA for more advice 03708 5065060 -

Yes that’s the one. The guy was carrying his own rubbish from his snacks the official could have used a bit of discretion in my opinion.0 -

Discretion if in a carrier bag, yes. Not if it's in a commercial waste sack. Why is he carrying a commercial waste sack if he isn't licenced for commercial waste carrying?0 -

I thought it was an ordinary plastic bag.
The rant was mainly about the Mail promoting a scamming website though which this website has always been against (EHIC ESTAS etc etc)0 -

Hard to tell from the photo in the article, do they mean some kind of official council waste sack or do they mean some bag that had commercial materials in it.
If the guy has just stuck his personal rubbish in a cement bag or similar then the fine is harsh, if it's a proper council waste sack then the fine is petty but at least they've got a point. In the game of chess you can never let your adversary see your pieces0
