Even if roaming is switched on, you won't be charged anything, as long as you don't make or receive any phone calls, don't send any text messages, and switch off DATA roaming so the phone is not using any mobile data.

If someone calls you and leaves a voicemail you might get charged though, as some networks count this as receiving a call. If you don't want that to happen you need to disable your voicemail before travelling.

    don't send any text messages,
That bit is very important, I got stuffed last year by O2 in New York as I didn't realise that, even with roaming turned off, texts still use data. I was able to negotiate a 50% discount with O2 but still it left a sour taste!

Sms/text don't use data, but they incur a fee for each text you send when roaming in USA

Not a lot of point inserting the SIM and "not using it". You will be charged for incoming calls, even if you can resist the temptation of making one. As the cost is a staggering £2.40 a minute to receive or make a call, 60p to send a text and £1.50 per MB of data, I'd leave the SIM out!

As per post #5, no they don't. MMS (picture messages) may use data. Or perhaps you put image-based emoticons into your messages which changed the type from SMS.

All I am telling you is what O2 told me, be they lying or just incompetent. I did send pictures via whatsapp but used Wi-Fi available in Hotel room.
