I found the margin for going to far with a steamer quite tight removing any paper.
If you can get it started then steady wet sponge with peel/scrape seemed more efficient overall less make good time needed.
If the exposed surface is going to need work then a more aggressive approach may be quicker.0 -

I have a whole house including stairway and a winter to do it.
I guess its off with the paper.
The big concern is the state of the plaster in a house 100 years old and how much will be left on the wall.

I bought a black and decker steamer years ago and it works fine.
I think toolstation does one that looks the same so is probably just as good. They are not complicated things, basically a kettle element, a bucket of water, a hose and a big head.
I echo others suggesting scoring any painted paper surfaces. I used a stanly knife but I suspect a scoring tool may be just as good / better.YNWA

They're all very similar, a second small head will be useful. In use, scrape the part you've just steamed while steaming the paper next to it. Fill with hot water to avoid waiting for it to heat up.
Old plaster is normally easier to strip than new so while you may need to do minor plaster repairs stripping should be easier.0 -
We had the same with our house, some rooms came off easily and some were very well bonded.
We started with a steamer, but in the end I found that a spray bottle with dish soap and water was the best at getting it off. It does help if you have no carpet or cover it with the sticky backed covering0
