Do you need reinforcement mesh in a garage wall footing ?

I am in dispute with the insurance company of a neighbour, regarding damage to my garage wall.
I have provided quotes for repairs several times.
Now they are saying "There is an element of betterment" in the quotation including mesh reinforcement
I never asked the builders to add reinforcement, but I would imagine if they have added it, there must be a reason. Doing a quick search online, adding mesh seems a common thing to do now, even for the simplest of projects. Am I correct in this assumption.
If the insurance were arguing over £50 or £60 I wouldn't mind, but their offering is actually over £1500 less than the lowest quote.
Their £7500 is a long way below £7600 +VAT

If current building regulations require it, then it isn't betterment. The wall cannot be built to out dated regs.
You need to identify if they are adding mesh as BC require it, whether its best practice, or its is just there own policy.Eat vegetables and fear no creditors, rather than eat duck and hide.0
