eBay keeps resetting cookies for privacy

I don't always log into eBay when browsing the site.
As per the new laws, the site pops up with the "Agree" button and an "Opt out" option. I went for the "Opt out" option, and set everything to "No", then clicked on the "Proceed" (or equivalent) button.
Every time I do that without logging in, I find that once I click on "Proceed", eBay ignores all the opt outs, and cheerily pops up the "Agree that we can track everything" message again.
Is there any way of fixing this? Thank you.
