APCOA Luton (again)

My wife as registered keeper received yesterday a PCN from APCOA at Luton Airport dated 18/07/18 for an "alleged contravention of dropping off or picking up outside designated area" in mid June. Driver arranged to collect someone in free mid-Stay car park pick up area but spotted them walking just outside the car park barriers so spun around and quickly picked them up. Registered keeper was not the driver, and I presume that POFA timelimes means that my wife can't be held responsible nor is obliged to give the driver's name? Does she just appeal this to APCOA citing the POFA guidelines or is more necessary in the first appeal? Thanks for any assistance

    She submits the template from the NEWBIES thread. No need to go on about the POFA, but yes, she can't be held liable.
