I'm currently going through the Newbie section but will look with a more rested brain later as I've just come home to two identical letters from UKCP... Re: Parking Charge

My letter arrived today, alleged event took place 31st May.
In the letter UKPC states "having checked... with DVLA... we are writing because you are the registered keeper... etc" and the letter basically has a payment slip etc.
1 - The date 31 May 2018 - From what I'm reading does that mean it was illegal for them to obtain the keeper info from DVLA for this date?
Does it matter that the letter was only received today, 27 July 2018... I'm noticing some instances where these companies have a time limit to get their nonsense to the keeper.
2 - I have the BPA letter but a little unsure still as to if it's necessary in my case. I suspect my case is pretty straightforward for the forum.

How come there were two identical letters? Same PCN number? Same date sent - what date is on the letters?
Was there a windscreen PCN found on 31st May?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I just need to repeat, it's a stressful situation so why the shortness?
I stated twice that I was reading through the newbie section. I am digesting it.
I didn't say it was illegal to receive the letter, which isn't NTK as far as I can see (at the very least it doesn't have Notice To Keeper on it, I guess it could still be an NTK but I'm far from an expert) - Anyway, I asked if the amount of time it took them to write to me means it's illegal.
I didn't get a windscreen notice, no.
I can only imagine the duplicate letters was an admin/computer generated error as they are identical down to the reference.

The letter you have received is a Notice to Keeper.
They are allowed up to six months following the incident to send a Notice to the Keeper.
However, if the NtK arrives with the keeper more that 14 days following the event then the PPC may have difficulty transferring liability from the driver to the keeper.
It's a speculative invoice. It is not illegal to send a speculative invoice at any time.0 -
It's not 'shortness' as in being difficult, but the forum is so busy - it's not easy to pen long, detailed responses. There have been 62 different threads at different stages from initial ticket to complex court cases today, at the time I write this - and the workload is unlikely to decrease much before 2:00am.I just need to repeat, it's a stressful situation so why the shortness?
We can't get through the amount we do - the regulars on your thread, Coupon-mad (the foremost private parking expert in the country) almost 60,000 posts, KeithP over 8,000 posts and moi - over 18,000 posts in helping people just like you.
It would not be possible to deal with the thousands of motorists every year (last year 5.5 million received private parking tickets) who come here - as you have - if we wrote War and Peace responses, grammatically perfect, free of typos, and pleasing everyone in terms of tone and comment so that no one ever takes umbrage.

I've just spent two days waiting for a mechanic to get my car through MOT only to find his hired help wasted time, so they took it for the MOT without checking everything properly ...
Only for it to fail on windscreen washers (which just needed water) and service brake efficiency... then after all that being told the MOT place seems to be following government mandate to try to get older diesel cars off the road, a little more unfairly than necessary.
So I'm facing a third visit, having the brakes worked over, which is fine, only to see the possibility of the MOT place "finding" a new defect and me having to search for a second MOT elsewhere. I'm happy for the fixes to be made, which my mechanic says is totally do-able but not happy if this death to diesel is being over zealously applied to the point of fraudulent failures.
Then I come home to this. You can imagine the stress. But I appreciate having a place to look for help, really I do. You've all saved a lot of folks a lot of stress and money.0
