I am looking for the cheapest place to get a copy of XP Pro. Does anyone have any ideas?

Try eBay, especially the Auctions-only section (unfiltered search).
Make sure (from the ad &/or contacting the seller prior to buying) that:
1. It's a genuine hologrammed disk
2. It's sealed in it's original packaging
3. It comes with a genuine Product key & COA sealed in the package
4. It's not an academic version
5. It's not branded to a particular manufacturer - i.e. HP/Dell/similar
It can be an upgrade disk, if you think you'll be able to do the steps detailed in How to Clean-Install the Windows XP Upgrade.
If you're fortunate you can pick one up for ~£50 (I got mine for £35-40 two years ago - it met all the conditions in my list & activated online with no problems). G0
