Dry rot

Had home report which identified suspected wet rot ,got a survey from a company at £140 , had to rip up laminate...would never have known it was there! So survey for. Specialist company dealing with wood identified it as dry rot. I'm still waiting on a breakdown of costs but basically he estimates £5000 plus vat £4000 vat for my neighbour.
I'm in a top floor flat, the rot was identified beside the bay window. I can see its affected two floor joists at the end where it goes into the window. Never saw any red dust/ fruiting bodies, no indication except for a small split In a foot of the wood that runs around base of window
I'm going to try get other quotes, home insurance doesn't cover this, my neighbour needed new Windows for a long time and only just got these replaced so believe that was the cause.
