Window can't support above brick work

I’m in the process of buying an old house (300 years old) and the building survey has picked up that a downstairs UPVC window is supporting the bricks above and it’s not strong enough. Not sure what wall ties would achieve, surely you would need a lintel as per builder B. Though im no expert on the matter.

Its not an uncommon problem actually. Even just near me there are several houses I have noticed that have mortar cracking above windows. I guess originally had metal or wooden window frames that acted as support, where as non reinforced UPVC doesnt.
