I know what you mean, but if we actually want a working skylight then trying to open this one would be the most logical first step. Laying a large canvas over the stairs would be a useful precaution though.
Presumably this thing will open downwards a few degrees (into the house) when I pull on the bar as instructed above?0 -

The Questions says it works with velux windows. You'll also need the rod, try 20 mm 2.4m dowel from eg B&Q

Thanks - I did see that fanlight hook in Screwfix, and was wondering whether it would fit onto the Harris Trade Extension Pole that they also sell:

Is anyone familiar with these Harris poles?0 -
So if you get a pole or whatever & manage to open it & something breaks off or it will not close properly or leaks you have got an expensive problem.
So my advice still stands.......leave it alone.
P.S.
You might be better getting a ladder up there then you have more control over what you are doing ??
