Selling house to police officers, delays due to HR

I have accepted an offer to sell my property to 2 police officers (no idea which grade) although I get the impression they are pcsos or pcs. I have been told today (2 weeks after offer accepted) that they have to seek permission from police HR and checks done on the area. This may take up to a month which is obviously a concern to the chain.
The agent cannot shed any light on this, anyone heard of it before? What sort of things might they be checking about the area?

well PCSO's are not police officers for a start!
They don't necessarily seek permission from HR - no-one can stop them buying property. I would suggest they check out the local area for criminals who these police officer (or employees) may have had contact with. Whilst it's not ALWAYS the rule, police tend to be deployed away from where they live. This allows them to live for the most part without threats hanging over them.0
