NOC vs Customer Account Explanation

Hi,

I'm aware that by adding an NOC to a credit report, a credit check will be flagged for manual evaluation, given there is a free text element.

My partner's Equifax credit report shows a default for one account in Dec 2013, with the status updated to settled in Jan 2014. There is a "Customer Account Update" at the bottom. This says:
Status: Partial settlement
Explanation: Payment received as a full and final settlement although the payment would not fully clear the balance.

Given the explanation is a free text entry, I was wondering would it also cause her account to flag for manual review, or is it only an NOC that can do this?
