Because he was trying to be responsible, he had no idea if the first one was friendly, and he was holding on to her, he was on his own. As soon as he got the Tesco employee to help him (and provide water) he was about to get the other dog (puppy) out of the car when the owner arrived. Leaving the door open would mean one dog could escape, he already said there was one window open (possibly only a small gap) so opening the door wouldn't have helped much more for the short time he was there. The whole thing only lasted a little over 4 minutes, with over a minute if that after the owner arrived back at the car, so not that long to do anything else.
If he had removed them both and one ran away or go run over it would have been his fault.
Police advice is to film things like this so you have a timeline and proof in case any accusations come in against you.
Maybe at most he could have found a passerby to help but maybe there wasn't anyone else around or willing to help other than the employee who was already getting security to call for the owner and getting water.0 -
He could have opened the door at sat on the seat to let some more air in for the puppy while holding the other dog.it troubles me he left the puppy inside without attempting to get it more air.i guess he did what he felt he could.very upsetting to see:(0

Troubles me that the owner left the dogs in the car yet the scaffolder is getting stick for trying to the the right thing.0 -

He was right to do what he did and also right that she is Jeremy Kyle material. Personally, I would've also reported her to the RSPCA/Police.0

The white dog seemed to have a pink collar on he could hold onto.
I can't see a collar on the puppy
It is possible he felt it was too high risk as the puppy could bolt and there was nothing he would be able to do about it as he had nothing to hold onto whereas he could hold onto the older dog.
When someone came to hold onto the other dog he went to get the puppyI am a Mortgage Adviser

Not once did the woman ask about the dogs' condition. In fact she did not even look at the dogs , approach them or show any concern for them.0

I cant see these incidents stopping, maybe its time for random spot checks on pet owners although that wont happen due to financial reasons, not sure if it would stop owners from leaving dogs in the car.0
