Repairing windows

Not sure how I can upload a photo here from my mobile yet, but I have a stone built flat from 1898 and wooden windows.
The windows are fine, but there is some kind of filler between the wooden window and the stone wall, falling away. The filler is hard to touch, but crumbles to touch.
Any thoughts what it is, and how to replace? Google suggests foam and caulk, but not sure how to access the full window as the top half is stupidly painted shut by previous owners!!!
Second floor of that makes a difference.
