NCP Parking Ticket - Incorrect Reg

Hi All
I've read these with great interest but I have a couple of questions.
So the background.
I paid for 4 hours parking in a Birmingham car park and entered my reg. I returned in three hours and left. Unfortunately I'd just got a new reg for my car and stupidly out the wrong one into the machine.
Fortunately I kept the ticket and appealed using a template from here. I didn't admit I was the driver and said I need all future comms by post not email.
I thought it had gone away as I heard nothing but I found an email I'd missed from NCP. Essentially the fine still stands as it was an error but "On this occasion we have reduced the fee to a £10 administration fee as a gesture of goodwill." if I paid within 14 days, which to be honest I would've just done but 18 days have passed and now they want £100.
So now I have a POPLA code. Do I use it and admit I've seen the email despite asking them not to? Do I state in the appeal that I would still pay the £10 or not?
Finally the options the POPLA site all start "I" but I don't want to admin I'm the driver. Also, if I lose and don't pay what happens?
