Can a returned call to one number be redirected to a premium number?

Hello, Prompted by a call coming in from a 0345 number, which I missed, I checked a website about Who Called Me, and it was clearly Direct Line, so no problem.
But on their website they say
"Missed call scams start by ringing your phone and hanging up so quickly that you can’t answer the call in time. Your phone registers a missed call and you probably won’t recognize the number. People will often then call the number back to find out who it is. Apart from being a nuisance, the missed call can lead to a scam in two ways
The number you call back may be redirected to a premium rate service (a number that starts with 09) without your knowledge, which means you will be charged a lot of money per minute."
Is this correct, can a call I make, to a 'missed call' number actually redirect within that process to a premium number?

In short no - you get charged based on the number you dial
The scam is that when you dial the 0345 number - you get a message saying something like 'the number has changed, please redial using 118xxx' or other higher rate number1 -
While there are numerous scams that tell callers to re-dial a different number, that would be "with" their knowledge. The widely copy and pasted warning message containing the phrase "redirected ... without your knowledge" is incorrect. Calls are charged based on the original digits dialled.1

Thanks, Frankfish & Ian011, that is the 2nd way the website says you could be scammed
"The number may tell you that you have won a prize of some sort and give you another number to call to ‘claim’ your prize, but they may not tell you how much the call will cost. This second number may be a premium rate number, again charging you a lot of money to get your prize."
I don't want to go off on a tangent, but do you know if there's any initiative to sort out the spoofing of phone numbers ... Because one scammer is using what look like perfectly valid normal numbers, with a recorded message saying 'this is BT, your broadband is about to be cut off' or the like. I seem to get one of these almost every day, that I dutifully block, but it's clearly a different spoof number each time. Wiki suggests it's easy to do, but I'd like to think the primary carrier, BTconnect, with its almost unlimited resources and expertise could somehow verify the number before putting it through ... unless maybe they get a fee from the source telecoms company.
I think I'll contact Ofcom and ask them ...
