Parking Eye have sent a Parking Notice Charge dated 19 July 2018 for an event that I do not dispute that took place on 9 May 2018. Is there any requirement to issue such a request with a defined period of time or can they just bank them and issue when they need to top up income at any time?

If ParkingEye want to hold the KEEPER liable, then they had 14 days to deliver their Notice to Keeper.

Outside that time, they can only chase the DRIVER. If you haven't responded to them yet, they don't know who the driver was, so don't tell them.

Send the template letter. Get a POPLA code by return (ignore them if they ask you again for the driver's name). Appeal to POPLA using No Keeper Liability as one of the arguments. Win POPLA, charge cancelled.

Forum search on 'ParkingEye Golden Ticket' and find the route to paying PE nothing.
HOW TO USE THE FORUM SEARCH FUNCTION:

Use the Forum Jump button (one near the top and one near bottom of this page) to get back to the forum thread list. Just above the threads, on the right, is a heading along a line, next to forum tools, called 'Search this Forum'. Put your key word(s) in and change the default search from 'Show Threads' to 'Show Posts'.

It's a golden ticket - you win. Do the search Umkomaas told you to do; all will be revealed.

Dead easy, but certainly don't ignore it nor appeal it as driver (eeek!!). Beat it at POPLA stage appeal by reading the forum NEWBIES FAQS before appealing, and use the forum template.

This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors.

Parking Eye, CPM, Smart, and another company have already been named and shamed, as has Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each year). They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct

Hospital car parks and residential complex tickets have been especially mentioned.

The problem has become so rampant that MPs have agreed to enact a Bill to regulate these scammers. Watch the video of the Second Reading in the House of Commons recently

and complain in the most robust terms to your MP. With a fair wind they will be out of business by Christmas.
