Windows installed no FENSA cert

We had a replacement window fitted on Thursday we are happy with it and now need to pay the balance of the bill. When we accepted price we asked if we would get fensa cert and answer was yes.
Small local firm, He then told my husband he would drop off he cert today. He picked up a few bits that were left behind today and whilst here I asked about the FENSA cert and he said that actually wasnt registered but gets a certificate from the council. He was very blaze about it and said oh you don't really need one anyway you just get a certificate from the council for any work you had done before you sell. I had a crying toddler with me at the time and we really hadn't looked in to FENSA.
Now looking at it he can't get a FENSA cert as he's not registered and the council fee would be £200!!!
Looking for advice really, this happened to anyone else? Feeling very stupid!

Apply for Buildings Regulations fom your Council. Keep every piece of paperwork/delivery notes/glass stickers and so on. Get an Inspection done by the council. If everyting is OK get a Completion Certificate, or similar, from your Council. Then pay the installer, less the Council's fee.
All round a hassle for just one window. You could ponder if anyone will ever know anything was done. The greater worry is your installer. Since they have mislead you there is a reasonable possibility the window has been bodged. Honest people tend to do proper jobs. Dishonest people tend to bodge them.0 -
Sadly we don't have any delivery notes, glass stickers etc.
Def worried about the quality of the work now.

You could go back to the installer here for the paperwork. But also ponder if you have nothing. If you seek Buildings Regulations how does the Inspector know what insulation/gas is relevant to your sealed unit? The stickers should not have been removed. They can check if it is fitted back to front. Suppose it is - will you be changing this, or will the installer come back?
Suppose the Inspector says the window is poorly fitted, or you should have safety glass? What then?
You need to consider your own safety and the children, but the glass may be OK. Over to you here - how high above the ground and is it beside an opening?
For just one window it may be better to forget everything apart from glass safety.0
