My main concern would be that the building wasn't designed for this kind of mounting, so in the case of amateurish fixing, it might fall down in a high wind.
Like every other case of overlooking, it has to be treated individually on it's merits. If the window is boarded over, the neighbour will have acknowledged a potential issue and dealt with it, so there would be no cause for concern IMO.0 -

When a neighbour subverted our privacy screen by installing a loft room, we didn't object, but we warned him we might plant a tree near the end of his garden.
It grew well enough. The best thing was not that it worked, however, because it didn't have long enough to do that, but we later sold the land to him and he had the great pleasure of digging it up, sans digger, due to access issues. :rotfl:0 -

Nobody is going to know unless you tell the planning department and decide to ruin the children's summer and your relationship with your neighbour.
Imagine how excited they must be to have such a lovely thing. And you want to ruin it because you think the kids are interested in what you're doing in your kitchen? You know that they're not. Dad has offered to block the window, they're not even going to be in it that much. Take joy in their happiness and that their dad has done such a nice thing for them.
Imagine how you'd have felt about it as a child. It would be like Christmas. And think what a nice neighbour you are to allow them to enjoy without a planning application. They're not kids forever and the novelty will wear off.
