From income- to contributions-based....odd? or not?

As part of the bigger problem of the change from Support Group to WRA Group, I just wanted to extract this little question....
From the start (minus a year), the ESA (SG) has been income-based; after the re-assessment, the letter is stating that it is Contributions-based. I didn't think that was possible and I certainly don't fit what I thought were the criteria. Could they have got it wrong? Just wondered if anyone knew - before I spend an hour on hold in the morning.....

It could have been that you were claiming CB with an Income Related top up. Were you working at all before you first claimed ESA? Many of the letters sent by DWP are convoluted and confusing. I'm afraid you are going to have to sit on hold to get a proper answer.0
