I would still recommend commenting on any failings with their other evidence but dedicate the bulk of your comments to the frustration of contract point, their lack of response and thus acceptance of your point, and that the appeal must be allowed.
Make the points very clear and as waamo above has said, be wary of the 2000 character limit.0 -
You may still lose as POPLA are useless about understanding breakdowns and frustration of contract, and how that means there was no 'agreed contract' but so what.
The usual (of repeated) story applies if so, search Euro POPLA lost, read all the other threads, no paying - and sit tight.

Caveat - they have 6 years to pursue to court and no one can predict or guarantee how their behaviour might move during any time between now and 2024.

How are you supposed to purchase a P&D ticket at a location which is a garage forecourt with limited parking time and no option to extend? I would make a complaint to the head adjudicator.Always remember to abide by Space Corps Directive 39436175880932/B:

I would certainly put in the complaint suggested by kryten3000 - John Gallagher is the Lead Adjudicator. I would also write to your MP about this very poor example of how a purported wholly impartial appeals organisation is dealing with appeals in such an unprofessional and cavalier manner - ask them if they too will write to JG and require him to provide a sensible reason for a decision that is clearly unrelated to your case, and which will cause you continuing distress and anxiety.Please note, we are not a legal advice forum.
