icloud videos greyed out in imovies

I'm trying to move some videos from my pc to my ipad - I set up icloud for pc and uploaded my videos, they are mp4s. When I go on iMovies on my ipad I can see the files on the icloud drive but they are greyed out. Can anyone help please?

Are they fully uploaded? It can be a slow job if they're big files (days sometimes). Even if you have a fast internet connection uploads are usually significantly slower than downloads. Do they show as present in iCloud when you check from the PC itself?0
