Surface water coming through dividing wall

My next door neighbour whos detached house & driveway is about 6 foot above but at a slant so any water comes our way .
He used to have a gravel driveway which had no drainage. 5 months he tarmac'd the drive and put drainage at the bottom of his drive which is a paths width from my house , The drainage collates not into a surface water drain but just a soak away. Turns out that his detached garage goes to the same place.
This has caused huge problems as now I am faced with not only the surface area of his garage roof but the complete surface area of his tarmacked drive pouring onto a soak away , for him is out of sight out of mind but I now get water gushing though my dividing wall , across my path and into my drain.
Do I have any rights before I go and get legal advice and start to make noises at the council as this is not a blocked drain , this is now a permanent feature !

How about talking to your neighbour about the problem first.
He might not even know that he has created a problem for you.0 -
Contact the council about the new driveway. Most council's don't allow impermeable driveways. There may be other building regulation violations with his worksChanging the world, one sarcastic comment at a time.0

there are legal precidences which relate to discharge of water from one property to another, speak to a solicitor if you want to go down that route.0
