Surface water coming through dividing wall

My next door neighbour whos detached house & driveway is about 6 foot above but at a slant so any water comes our way .
He used to have a gravel driveway which had no drainage. 5 months he tarmac'd the drive and put drainage at the bottom of his drive which is a paths width from my house , The drainage collates not into a surface water drain but just a soak away. Turns out that his detached garage goes to the same place.

This has caused huge problems as now I am faced with not only the surface area of his garage roof but the complete surface area of his tarmacked drive pouring onto a soak away , for him is out of sight out of mind but I now get water gushing though my dividing wall , across my path and into my drain.

Do I have any rights before I go and get legal advice and start to make noises at the council as this is not a blocked drain , this is now a permanent feature !

    unfortunately i have a few more holes to choose from and even if i plugged them all , he doesn't get backwash , it will only pour over the wall .

    How about talking to your neighbour about the problem first.
    He might not even know that he has created a problem for you.

    Contact the council about the new driveway. Most council's don't allow impermeable driveways. There may be other building regulation violations with his works

    there are legal precidences which relate to discharge of water from one property to another, speak to a solicitor if you want to go down that route.
