Documents to sell a Mobility Scooter

Hello... I hope someone can help with this?
My father bought a new mobility scooter last year from a small mobility shop locally (but its not the official agent for the manufacture of the scooter bought). He wants to be able to ride it on the road and approached the DVLA to ask how to do this. They sent him an application form asking for documentation of the scooter, which according to the DVLA my father should have been given when the scooter was handed over to him. My Father did not receive this at point of sale so approached the shop he bought the scooter from and the sales man just ripped up the application and told my Father he doesn't need one. My Father has approached him again about the matter as his wife (my Step-Mother) does have such a document for her scooter, but he insists that my Fathers scooter does not qualify for one. Is this correct? Have anyone experienced this also?

From the GOV website...Only certain types can be driven on the road. ... 'class 2 invalid carriages' - these can't be used on the road (except where there isn't a pavement) and have a maximum speed of 4mph
Although some do go a fair bit over 4mph, they could claim that with someone heavier it wont?Censorship Reigns Supreme in Troll City...0 -
Thanks to all you who replied. Unfortunately the make of the scooter is what we are having trouble in finding. We have been suggested that we find the chassis number to find exactly what it is. I do know it runs over 8mph and can go on the road because it has indicators and headlamps. I will have to find out from my Father exactly the make of the scooter.

Finally found out what my Father's scooter is! It's a Kymco Model number EQ40GG (UK) Serial number EQ40BG-UK00592. It's max speed is 12.8mph. I have a feeling this qualifies it to have documents to be registered at the DVLA. Your thoughts on the matter will be very gracefully received.

If it has a maximum speed of 12.8mph it is illegal to use it on the road. Class 3, the larger ones, have to be limited to 8mph. If you tell the DVLA it is capable of 12.8mph they may well have reservations about registering it.0

Lullie if it is made in the UK then it can go on the road if it has a maximum speed of 8 MILES per hour. Is it possible you have confused the units 8mph is 12.8 KILOMETRES per hour. I think its 8mph as they are unlikley to make a model that cannot be taken on UK roads(and probably EU roads)

Its a EQ40BG (UK). The S/N states this although you say EQ40GG (UK) above
