I doubt this would work in a vehicle but it should in an office: Take several frozen bottles of water in and stand one in front of your desk fan. It will cool the air being blown towards you and is wonderful until the ice melts. If you have access to a freezer at work or own one of those cool box thingies, you could take a few and replace them as they melt.
If you have one of those little fans that clip on the edge of a desk it might be difficult but give it a go if you can. Works a treat. HTH.0 -

I am sure the driver has already considered all this. Really there is no point having a fan blowing because it would just be blowing warm air at you. Windows open, well more hot air just a bit better, but more exposure to UVA/B as now no partial filtering via the windows. Im sure all people in this position try these things. I've posted elsewhere that I have a collection of silk scarves, now supplemented by a couple of headbands and wristbands. I've been wetting these, wringing them out well and putting them in the freezer overnight. In the morning I loop a scarf around my neck: blissful. If I'm going to be in the car for a while I load a small coolbag with a freezer block and some more scarves. Thus I can refresh my scarf when needed.
The headbands and wristbands need to defrost quite a bit, otherwise they just hurt, but once cold and damp they are very refreshing.
Would any of this help in an overheated van?
BTW, don't do this with precious and fragile silk scarves because separating them when frozen can shred them. :-(Signature removed for peace of mind0 -
My employer bought me one of the USB fans from Amazon as I am menopausal and even in the depths of winter suffer vicious hot flushes where I overheat very quickly.
